Smart Tehran is a program to transform Tehran into a more sustainable & livable smart city for all citizens, businesses, start-ups, public and private sectors. Tehran Municipality’s Information & Communications Technology Organization (TMICTO) launched Smart Tehran program in order to improve public knowledge about “smartness” as a whole and smart city services in particular and also, to localize and facilitate implementing smart city projects.
What Is a Smart City?
There is no single agreed definition of a smart city. In first definitions, the main focus was on technology, but over time, some more general definitions were offered. In this regard, nowadays, main goal of developing smart city services are to use information and communication technologies (ICT) and other technologies to improve quality of life, efficiency of urban operations and services, transparency and competitiveness, while ensuring that it meets the needs of present and future generations with respect to economic, social and environmental aspects.
Overall, a mature smart city enables individual citizens, businesses, NGOs, and the municipality to both contribute and extract data, and to create and make use of applications (including automated controls) based on that data.
Main Dimensions of the Smart City
1. Smart Economy
Support of start-ups and innovations and investment on smart initiatives in Tehran will stimulate economic development in the city, thereby making the city more attractive place to live. Also, attracting investors and promoting commercial tie-ins is taken into consideration. This could be achieved through developing new businesses (start-ups) and digital services with new business models. Then, this situation will generate a sustainable ecosystem for innovative and capable businesses in coordination with citizens, public & private companies, and research/ academic centers.
2. Smart Mobility
Tehran as a metropolitan city should have a sustainable and integrated transportation system. So it is necessary to use innovations in order to facilitate mobility, and to reduce traffic congestion and air pollution in the city. It should use intelligent transport systems and data collecting from all types of transport system in order to supply environment-friendly secure and integrated services, and to optimize routing via smart management.
3. Smart Environment
Protection of environment and biodiversity is most important priority of city planning in Tehran. In order to achieve such goals, it is necessary to use innovative smart solutions in order to reduce environmental pollutions (air pollution, water pollution, noise pollution, etc.), and to manage energy sources, waste collection and recycling, water/ wastewater network, street lighting, green space irritation, and other city services efficiently.
4. Smart Infrastructure
A smart infrastructure shall include communication networks, sensors, hardware devices, and data centers. There should be integrated infrastructures for connecting things and monitoring their performance. Such integration should be realized in different sectors such as transportation and city services. Then all collected data could be integrated onto a single platform. However, it should be noted that the importance of providing security, efficiency, availability, scalability, and adaptability in such infrastructures are more highlighted.
5. Smart Governance
Data collection and analysis and also data sharing through open data platforms for promoting innovation from third parties results in smart decision-making and more citizens’ engagement. These are some features of smart governance plan for Tehran. Furthermore, in such a space, integration of all data collected into a single analytical platform cause all municipal authorities to have a common sense of data. This is a main factor to create a knowledge base in smart city.
6. Smart Living
Tehran municipality aims to improve quality of life, prosperity and health of citizens by providing recreation services and sport/cultural events and also, through developing citizen-centric systems. Use of smart solutions in crisis management and for improving public safety and emergency preparedness is a key feature of smart living.
